PPM to TV Filter

This is a filter (and eventually a library) to convert a Portable PixMap file to a PAL or NTSC encoded PGM file.
Eventually, I'd like to make a proper (and fast) library to do this.
Currently, I guess that it'd mainly be only of academic interest.

Here's the documentation that I've created thus far: PAL and NTSC on a VGA video card under X.
